This is when you have a villain that blows up a village, conquers a country, Tries to destroy ever livingthing...And then he picks a pocket, spits on an old lady, sticks a kick-me sign on a police officer, takes someone's parking space, fources his hostages to make food for him
and cuts in line at a fast food place.
He's not just evil on a large scale; he's evil on all the tiny little details of everyday life he might experience in any possible situation.
This means that being classified as Evil requires not just being uncaring towards people, but going out of your way to be nasty in any circumstances. This is an unfortunate side effect of there being an in-game benefit from reaching particular levels of evil.
Although he was Dreaded and Shrouded in Myth, this villian is striking in several aspects once he makes an appearance in the story; he is strikingly powerful, bordering on invincible...........and yet, as a person beneath all that power and status, he's actually repulsive in a rather pathetic way. He is actually phenomenally self-centered and egotistical for a legend whose claim to fame is being Always Second Best to his rival; he reveals in a flashback that he was responsible for the poor diplomatic relations between two villages when he sabotaged peace talks he was supposed to oversee purely to spite his own rival's plan of making peace between the five great nations. When you realize the Assimilation Plot the Hero is racing to thwart was cooked up by a spiteful warmonger out of no greater ambitions than as an ego trip, it allows him to be COMPLETLY PATHETIC.
