Evil Admiral?

In fictional military settings, the brass tend to be a bit unstable. Frequently they become so obsessed with their own pet projects that they endanger federation security. Other times their brazenness and/or paranoia almost leads to wars breaking out between rival superpowers. They may be a Conspiracy Theorist with authority investigating the heroes and enjoying the destruction they cause, an Obstructive Bureaucrat making causinc chaos for the heroes, or they may be covering up for their own good.

They could be a A hard, grizzled military man, promoted to the highest echelons of power because of his exemplary record. At some point, however, something changed.

Maybe the war he'd been fighting for his whole life ended abruptly. Maybe he's nuts. Maybe he's just flipped under the strain of command. At any rate, he's obsessed with a specific enemy, and will take any means to rally the troops to battle against this foe, "Enemy Type X".

Monster attack? It was Enemy Type X. Were Under Attack? Gotta be Enemy Type X. Local superhero? Obvious spy for Enemy Type X. Everything quiet on the front? Enemy Type X is just lulling us into complacency so he can strike when our guard is down. Does it look like Enemy Type X is trying to surrender? It's a trick! Shoot em' while they're distracted! Wait, you say Enemy Type X was defeated last year? Sure, that's just what they want you to think!

In his messed up crusade he destroys a boatload of people because one enemy might have slipped on board, he's shown interest in buying and using the incredibly deadly weapons created by the main villian in spite of the fact that they render entire countries uninhabitable, and forcing the soldiers during a battle to keep fighting at all costs, even though their main objective had already been completed.

They think Enemy Type X comes in a host of forms. Aliens, robots,  the undead, teddy bears, marauding foreheads, Ice Cream... , or they could be cowards who fear public exposure of their own wrongdoings.

All this behavior might make their organizations look incompetent, but presumably the Evil Admirals are just the ones we see... 95% of the brass in any given organization are probably decent folk, but spend their time rubber-stamping military contracts and attending state functions, and never do anything 45-minute drama-worthy.

However, he's a brilliant public speaker and the real power behind his aging father, the Sovereign. He's also a megalomaniacal psychopath, willing to destroy everything in his path and with a fascist philosophy and a limited grasp of what it means to be a human being.

has obsessive need to control everyone and claim all the credit for the project and he's an Dangerously Crazy maniac who is ready to attack everyone around him, including his sister and all of his researchers, if it means that he gains sole control of the world.

Destroys his commanding officer and usurps his position, orders an attack on a colony, and cares nothing for his own troops, deliberately sabotaging a mission in order to gain permission for his attack.

I think the major factor is the need to control everything. and Power is the leading factor for this character
as you pointed out. I think that once they obtain their power they will stop at nothing to maintain it.

Thank goodness there are not many of such characters around such as this!!!!!!!!!!!!!!!!!
