What does the phrase "Smugly Overconfident" mean?

Where do we even start with this guy?!

This is a character with a over-inflated image of himself. He thinks he's smarter than everyone else, thinks he's cool, it's all about him, but both his fellow characters and the audience know that this coolness is all in his mind.

Expect this guy to be a victim of Pride. Said characters often insult or look down on those who have far more to be proud of and who generally flaunt it less. When they are faced with such characters, whether in a competition or in a comparison of abilities, it tends to be humiliating, and might even be a much needed reality check. Also, don't expect these characters to handle criticism (either of them or of the abilities that they're egotistical about) very well.

He sees himself as a great leader, when he's really just a spoiled brat.

He is a very prideful person, going as far to say that his work four years ago on a super weapon that caused a massive explosion was not a failure, but instead was a great success.

he'd be considered extremely powerful...if it weren't for the fact that he's lives in a world where people who use a his type of powers don't last very long in combat because they don't get that everyone there has superpowers too and thus can actually hurt him. It really says a lot when he, the Leader of the Bad Guy Group, is actually the weakest of the main villains of the story. This is mainly due to the fact that he relies entirely on his superpower, and cannot fight without it.

A very cruel, arrogant, scheming, sadistic, sinister, and overall a very evil person, this is a man who takes great delight in causing harm and destruction to anything and anybody around him.

Everyone is just a means to an end to this man.

He shows no remorse for his actions and has no loyalty to anyone but himself and his psychotic ego.

He thinks that a recently acquired power will enable him to successfully kill the Good Guy's leader. The result? He has been reduced to a pile of ash.
